The war powers resolution passed by a vote of 215 to 208, with four Republicans crossing the aisle to join Democrats in support. The vote is largely symbolic — Democrats have been unable to push a similar measure through the Republican-led Senate, and even if it passed both chambers, Trump would almost certainly veto it.
Nevertheless, the vote signals growing unease within the GOP over the duration and cost of the Iran conflict.
